Separate reflectance from emittance
Solar reflectance describes how much solar energy a roof surface reflects. Thermal emittance describes how effectively the surface releases absorbed heat. Both matter when evaluating a cool roof surface, and neither should be replaced by a color claim alone.
Compare current, third-party-rated values where available and confirm that the listed product, color, and test condition match the proposed roof system.
The building controls the energy result
A reflective roof can reduce solar heat gain at the roof surface, but actual building energy performance also depends on climate, season, insulation, air leakage, HVAC efficiency, operating schedule, roof area, shading, and the condition of the existing assembly.
A responsible proposal does not promise one universal utility reduction. It documents assumptions and uses a qualified energy model when savings are central to the decision.

Restore the roof before selling the reflectivity
Energy efficiency does not replace waterproofing. The roof must first be identified, inspected for moisture, repaired, prepared, tested, and installed as a complete system. Reflectivity is one performance attribute of a qualified restoration, not a substitute for roof condition.
First ask whether the roof qualifies for restoration. Then evaluate how the finished surface may affect roof temperature and building performance.
Protect performance through inspection and renewal
Dirt, biological growth, standing debris, repairs, drainage problems, and surface aging can change roof performance. A maintenance plan should include regular inspections, cleaning where appropriate, prompt repair of damage, documentation, and renewal when the written system requires it.
